Dozens of "Umm al-Rabi'een support" contract holders who were not appointed like their peers demonstrated, to demand appointment as the permanent staff. The demonstrators demanded, during a protest stand in front of the provincial council, to facilitate their appointment procedures, especially since the appointment orders were approved by parliament since 2022, within the budget for the years 2023 and 2024. A number of demonstrators told the National Iraqi News Agency / NINA /: "There are nine hundred and twenty-four employees who have not received their right to appointment so far, while their peers from the support contracts in other governorates have been appointed and started working in the departments, and only the support contracts remain in Nineveh."
