Qatar Reaffirms Commitment to Advancing Disability Inclusion at World Social Summit

Doha: HE Minister of Social Development and Family, Buthaina bint Ali Al Jabr Al Nuaimi, has affirmed that the State of Qatar is steadily moving toward promoting the inclusion of persons with disabilities and empowering them to fully engage in the path toward sustainable development. Her Excellency stressed that this move represents one of the core pillars of the nation’s national and social policies.

According to Qatar News Agency, HE Al Nuaimi was addressing a session titled: from commitment to capacity: accelerating the implementation of the United Nations Disability Inclusion Strategy (UNDIS). This session was organized by the ministry in collaboration with the United Nations Children’s Fund (UNICEF) as part of the second World Summit for Social Development currently convened in Doha.

Qatar is among the leading nations on the regional stage in the area of empowering persons with disabilities, thanks to key legislative and institutional breakthroughs, foremost among them Law No. 22 of 2025, on the rights of persons with disabilities, Al Nuaimi underlined. She stressed that this law has deepened the principle of equality and non-discrimination and ensures the rights of persons with disabilities to education, work, and health care, as well as engagement in societal, cultural, and sporting activities equivalently with others.

Through its National Strategy 2025-2030, derived from the motto “From Care to Empowerment”, the ministry works to advance holistic executive frameworks meant to provide equal services and craft policies that meet a variety of needs for persons with disabilities, in alignment with Qatar National Vision 2030 (QNV2030), as well as the relevant international conventions, Al Nuaimi pointed out.

Al Nuaimi further noted that inclusion does not stop at enacting legislation and policies but goes beyond to include the establishment of an integrated system of collaboration between state institutions, civil society, and the private sector, to ensure the integration of national, regional, and global efforts to achieve shared goals in this respect.

Finally, Al Nuaimi assured that Qatar will continue its leading role in backing the UN and regional efforts aiming to include those persons and empower them to have a dignified life, as well as full participation in public life. She emphasized that the human values underpinning QNV 2030 embody the nation’s commitment to building a thriving, inclusive, just, and sustainable community that guarantees human dignity and rights without exception.
